Amber MacCarroll is the Deputy Director of the Financial Management Group. Amber began her career with CMS in 2000 as part of the Presidential Management Intern program (now the Presidential Management Fellows program).  Amber has held various leadership positions throughout her career at CMS. She was a technical director in the Survey & Certification Group prior to moving to Medicaid in 2006. Immediately prior to joining FMG in 2013, she was a Senior Policy Advisor in the Center for Program Integrity focusing on Medicaid issues where she led the implementation of many of the Medicaid program integrity provisions included in the Affordable Care Act. Amber has been a Senior Policy Advisor in FMG since 2013 working primarily on FMAP claiming policy for states that have expanded Medicaid, the FFS access requirements, and liaison with CPI on cross-cutting financial management and program integrity issues.

Amber has a Bachelor’s degree in Nursing from York College of PA and a Master’s degree in Nursing Health Policy from the University of Maryland.  Prior to coming to CMS, she worked as a RN in the Cardio-Thoracic ICU at the University of Maryland Medical System.
