RULE-2047	If the citizenship indicator is populated on a variable demographics eligibility file, then the citizenship indicator reported must be found in the list of valid values.
RULE-2048	If a varible demographics eligibility segment has a immigration status equal to '1', '2', or '3', then the segment has a value equal to '0' for citizenship indicator.
RULE-2157	If restricted benefits code is for restricted benefits based on noncitizen status on an eligibility determinants segment from an ELG file, then the citizenship indicator reported on the corresponding eligibility determinants segment must be for a noncitizen.
RULE-6895	If a segment is a variable demographics eligibility segment from an ELG file, then the citizenship indicator value reported must be compatible with the specified T-MSIS picture format: X(1).
RULE-7380	If msis ID is populated on a variable demographics eligibility file, then the citizenship indicator value must be populated.
RULE-7528	If the MSIS ID is populated on a variable demographics eligibility segment from an ELG file, and the immigration status is equal to '8', then the citizenship indicator is equal to '1' or '2' (US Citizen or US National).
