RULE-2853	If a provider location and contact information segment address line 2 is not populated, then address line 3 must not be populated.
RULE-6972	If a segment is a provider location and contact information segment from a PRV file, then the address line 3 value reported must be compatible with the specified T-MSIS picture format: X(60).
