RULE-6359	If a segment is a TPL entity contact information segment from a TPL file, then the insurance carrier address line 2 value reported must be compatible with the specified T-MSIS picture format: X(60).
RULE-7138	If at least two of the first, second, and third insurance carrier address lines are populated on a TPL entity contact information segment from a TPL file, then the insurance carrier address line values reported must be unique.
