MFP Evaluation

Reports to Congress

The Deficit Reduction Act of 2005 (P.L. 109-171) first authorizing the Money Follows the Person (MFP) Demonstration required that the Secretary of the Department of Health and Human Services provide for a national MFP evaluation and submit a final report to the president and Congress that presents the findings and conclusions of the evaluation. The first MFP national evaluation assessed how state long-term care systems changed to support the transition of people from institutions to the community, whether the changes were successful and sustainable, and to what extent MFP helped balance state long-term care spending. The evaluation also analyzed the effects of MFP on Medicaid beneficiaries’ health and quality of life, as well as identifying characteristics of individuals and state programs strongly associated with success. The Report to Congress on the first national evaluation of the MFP Demonstration was finalized in 2017.

• Money Follows the Person Rebalancing Report to Congress – June 2017 

The Consolidated Appropriations Act (CAA) of 2021 further directed the Secretary to conduct a second national MFP Demonstration evaluation to assess the effectiveness of the participating states in meeting the statutory objectives of the MFP program and produce two additional reports to Congress. These reports summarize findings and conclusions on: (1) best practices from MFP Demonstration projects in eight areas, and (2) a second national evaluation of how states and territories implemented MFP, and MFP’s impact on Medicaid beneficiaries’ transitions from long-term care institutions to the community and state rebalancing of long-term services and supports (LTSS) systems.
