Public Access to State Submitted MCPARs

CMS is undertaking efforts to improve transparency by publicly posting Managed Care Program Annual Reports (MCPARs) on a regular basis on Medicaid.gov.  The following describes our current approach to publicly posting MCPARs:

• CMS is posting the same PDF summaries of state's MCPAR(s) that can be downloaded from the Medicaid Data Collection Tool Managed Care Reporting (MDCT MCR) web-portal by states.
• MCPARs are posted in a zip file by performance year (details on how we organize by performance year below). 
• New zip files will be posted on this webpage for each MCPAR Performance Year in quarterly updates as received by states.
• Files are uniquely labeled to identify State_ProgramName_Performance  Year, and are listed alphabetically by State and then Program.
• We are posting MCPARs submitted to CMS starting with Performance Year 2023.
• We do not plan to post Performance Year 2022 MCPARs; however, states are required to post their MCPARs on their websites in accordance with 42 CFR 438.66(e)(3)(i). MCPAR reports submitted to CMS in 2022 are available upon request by emailing ManagedcareTA@cms.hhs.gov.

How MCPARs are organized by Performance Year

For the purposes of public posting, we have organized MCPARs by Performance Year, which reflects the contract year in which there is at least 6 months of state data. For example, if a state program’s contract year runs from April 2023 - March 2024, the associated MCPAR for that contract year would be reflected in the 2023 Performance Year files because there is more than 6 months of data from 2023 in that MCPAR. 

The table below shows how the MCPAR PDFs will be aggregated by performance year based on contract year. MCPARs in the same performance year will be added to the zip file after each of the annual submissions.
